Because notice was issued to the parties concerned in this matter, especially when the proceedings took place. From the direct complaint where the applicant gave reasonable reasons for hearing the case in Hyderabad Bench and the case was connected to the Hyderabad Bench and the Chief Justice of the High Court was also available in Hyderabad at the relevant time.
