Punjab Service Tribunals Act 1974 Section 4 Salary Review (Gazetted) Rules, 1973, R4 Constitution of Pakistan (1973), Article 199 Pro-Pharma Promotion The applicant seeks direction to implement the decision of the Punjab Service Tribunal under which they Professional promotion was approved The Deputy Secretary / Deputy Commissioner (Grade 18) promoted his next junior according to his seniority because such a government department has said that no appeal has been filed against the decision of the service tribunal. The final case of the applicant was placed before the Pro-Pharma Promotion Committee. For clearance, however, the Committee held that the unsatisfactory record of the applicant's service would not enable him to be promoted from the date his juniors were promoted or from an earlier date. It was first developed in an effective way when the theory committee adopted by the Pro Pharma Promotion was endorsed by the Provincial Selection Board, which was approved by the Pro Pharma Promotion Committee and the Pranic ial Selection Board was clearly the Punjab Service Tribunal Fact. The decision was based on a false statement that the applicant was neglected for his poor record of services. Arrived, the notice was observed by the service tribunal which said that the government had rejected the applicant on the basis of unsatisfactory record of service. In the presence of the service tribunal's finding / observation, it was not available to the Pro forma Promotion Committee or the Provincial Selection Board to rely on the so-called unsatisfactory record of the applicant's service, which he was unable to promote. Therefore, the decision of the Punjab Service Tribunal is unconstitutional
