Constitution of Pakistan 1973 Arts 199, 212 and 212A Civil Services Rules, 1973, Rr 3, 5 and 8 were disturbed by the booking of seniority sanctuary positions and the proportion of corresponding grades in development. The terms and conditions of service included in the application for the purpose of falling under the jurisdiction of the special court which were barred under the jurisdiction of the service tribunal in respect of all matters under the jurisdiction of the High Court Tribunal.
