Is being complied with. 19 will be a field action made by the Commissioner against the officer / officer, thus he will withstand the test provided by R 19, since the service rules of the West Pakistan Local Councils and Municipal Committees, 1963 So far as eligibility is concerned, certain procedures under Punjab Civil Servant Effectiveness and Discipline Line Rules, 1975, would have some merit if different officers from the Commissioner were present, it would have been considered guilty of a minor punishment commission. Enjoying exclusive powers to impose both minor and major punishments, the use of powers by it was unimaginable until `authority 'and' authorized officer 'were designated under the 1975 rules. Until then, no disciplinary investigation could be conducted. Even then R19 of 1963 would protect the proceedings and it was under the 1963 rule that the Rules of 1975 were incorporated as the correct principle of interpretation of the need to follow strict law without the inclusion of the law.
