GOVERNMENT OF THE PUNJAB versus ABDUS SATTAR CHOHAN
Articles 4 13 and 10 5 of the Punjab Civil Servants Act (VIII of 1974), Section 9 Constitution of Pakistan (1973), Article 212 (3) allow the appeal to be considered on questions which were not a matter of development rights and of the tribunal. This decision was wrong. On the instructions of the federal government as directed by the provincial government, it is given the impression that a civil servant who had gone out of the country on assignment should not be promoted to the next grade unless he returns to Pakistan and has a Not receiving good report, violated section 9 of the Punjab Civil Servants Act 1974 and RR 4 13 13 and 111 5 of the Civil Service Rules.
