Article 212 (3) Civil service seniority does not have the right of any civil servant to earn a junior grade because he is not related to it, nor does the commitment of this seniority necessarily make him sad. But it is only when this seniority is determined not to affect his seniority in the higher grades that he can attack the current seniority petitioner working in section 17 of NP, claiming that commitment. Upon admission to the service, their seniority may be applied to a position which does not give them the desired benefit. Examination requires leave to appeal
