There was nothing available on the record for the applicants for the contract policy to issue show cause notices or to initiate disciplinary proceedings against them. The record shows that while processing the leave, the appointment of a DO (R) The authority had the DDO (R) authorized to act in his place and represent him in such committee, which had the authority to issue the DO.
