Constitution of Pakistan 1973 Arts 212 and 199 Civil Service Courts have jurisdiction in the matter of public servants except for service tribunals before it has nothing to do with its meaning, scope and import of words. Except in Cls (1) & (2) Article 212 of the Constitution clearly indicates that Article stands at the top, and its provisions shall not be subject to Article 199 of the Constitution when the Service / Administrative Tribunals have been established If so, the jurisdiction of other higher courts is also included. Article 199 will exclude a court where a matter falls within the jurisdiction of the Administrative Tribunal, to the same extent, the jurisdiction of the other courts will be excluded.
