The Punjab Service Tribunals Act, 1974 Section 4 of the Punjab Local Government Ordinance (4I of 1979), Section 44, only the members of the local council service and the entire local council staff shall not be considered as appellants serving as junior clerk. Although not a member of the Local Council Service in the District Council, the Punjab Service Tribunals Act cannot be treated as a public servant for the purposes of 1974, the appeal was dismissed as ineligible.
