Prior to the modification, a modest system return was available for the acquisition land. As a result of the amendment of the Act provided for a return on the basis of the slab system, the Ordinance (XV of 1971) intended to ratify some of the proceedings under the Act (XV of 1949) which ratified the marginal system.
