Section 3 and 4 of the Civil Servants Act (LXXI of 1973, after the enactment of the Section 12 Ordinance) denied the suspension of service before they were public servants, federal government employees were not to be classified as public servants or to become public servants. Such employees, strictly speaking, could not return to the service tribunal. To obtain their rights in the service, the provisions of the law were not required to be included in the letter of appointment because the provisions of the law were not in place. And apply to a situation which is not caused by such occupation but is under its control freely.
