In the same industry, the Registrar was not a commission registered by trade unions and retaining such application, as for the purposes of issuing a certificate to the CBA, it could only be affiliated with unions registered as industry-based trade. It had membership in all branches of the union's Industrial Establishment, to which it was decided, without providing the applicant with the opportunity to produce such material, the order was dropped and the matter was single.
