Sections 2 (n) (i) and 7 of the West Pakistan Cotton Control Rules, 1966, Rr 8, 9 and 12 order the licensing fees to challenge the petitioners operating the Cotton Badge Oil Factory, claiming that they have any legal obligation If not under obligation, they have to be obtained. Neither his license to work in the factory nor the Cotton Control Rules, under the R12 of 1966, were responsible for the enforcement of the license fee provided that he was exempt from such obligations under R9. The provisions of R9 of the Cotton Control Rules show that under this law it is concerned only with the installation of a new cotton badge oil factory and not in relation to existing factories. Applicants' Factory acknowledges that the Cotton Badge Oil Factory is within the meaning of Section 2 (n) and (i) of Section 2 (19) of the Ordinance, without any license and payment of license fee. As provided in R12, R9 has provisions, therefore, in the case of applicants the authority will not apply. Licensed to work in his factory and legally required to pay a fixed fee of R 12
