The roll number was not issued to the candidate of Punjab University Law College for admission in the Constitution of Pakistan 1973 Article 199 Education LLM Examination due to lack of required lecture, however, the High Court Had allowed him to appear in the exam. It is clear to the candidate that his appearance in the examination will not bring him any favor unless he is otherwise disqualified, university officials alleged that the applicant attended only 90 of the 192 lectures given during the session. However, in the examination under the Rules of Admission to the LL, 75% of the lectures were required for eligibility and that the college principal could remove up to 5% of the deductions and that too for reasons that the petitioner claimed. He had created a shortage of lectures by attending extra lectures and from this the university had issued three certificates. I request that the aforesaid certifying certificate was of no benefit to the applicant because additional work, special classes and assignments have been arranged for the applicant as witnessed by such certificates as the principal. Was never delivered, on the basis of which he can confirm that the applicant has taken action for the University's deficiency. The refusal of the applicant to appear in the examination, held, was valid in law and on the facts against which the applicant could not make any legitimate complaint in the constitutional jurisdiction.
