Article 199 In response to an advertisement for the appointment of a University Merit List Petitioner to the post of Civil Service Recruitment Health Technician, applied for the Health Technician position and was named second on the Merit List after the test, Then the person who was first on the merit list could not join the new assignment. The applicant's position was that the person who was number one on the merit list could not join this post. When the first elected candidate could not join the service, such a position was still available. Yes and the University must consider the applicant against it, as it was second on the merit list, while the applicant was fully eligible for the position and called for a test and interview. Went to which he participated. And was declared successful, and for that reason he was entitled to offer the position of Health Technician for all intents and purposes. The personal right of an applicant was unlawfully denied.
