Make it clear that the authority was not authorized to refuse leave on the EOL (leave without pay) public servant served for his credit for 26 years and under the Revised Leave Rules, 1980 EOL was entitled to unpaid salary for a maximum period of 5 years; if it has served more than 10 years, the authority has no justification for denying EOL.
