The Dental Services Engineering Council was administered by Water and Power. Power Development Authority Service Rules and not the Engineer Pakistan Council Act, 1976 or the rules and the promotion and upgrading of applicants for all purposes were regulated by the Pakistan Water and Power Development Authority Act 1958 / Rules Authority High. The Water and Power Development Authority may not submit a provision of service rules before the court. People with B Tech (Hons) did not have the right to be promoted to higher positions. The High Court directed the authorities to consider the case of applicants for development or upgrade, depending on their seniority. Fitness and fitness requests were allowed under the circumstances
