The Commission's report was not exclusive to the court and was always subject to the objections of the parties and the court was not obliged to accept or reject it immediately. In the present case, such appointment was not adversely affected. They had ample opportunity to bring their theoretical points to the record of their objections to the court; if any report was accepted, there would be no evidence, but only the court would be able to reach a correct conclusion, No illegal acts or abortions. Justice was identified so it was doubtful to retain the request for review as this affected order was not a strict competitor's order nor did it decide some matters between the parties, while the review was made in a case. The decision would be against the decision and when the purpose of the appointment of a local commission was to gather some facts which could not be in favor of either party, the decision to not be final or not to decide the case was neither intact nor merit.
