The Section 9 Promotion Wanted Right Policy, formulated by the Government, was not recommended by the Central Selection Board for its recommendation to exclude the jurisdiction of the Service Tribunal, but the Service Tribunal allowed an appeal. There was no right in employee development but where there are rules, rules and policies. Appointment or promotion was alleged for various reasons or due to the disobedience of the competent authority, the aggrieved person was entitled to challenge, the same court refused to interfere with the decision of the service tribunal.
