The Cantonment Act, 1924, was extremely defective and the Board of Directors with no legal authority had abolished the petitioners' demand for such exorbitant rates; the applicants were required by law to calculate the amount of money paid by them. Were entitled. The extra rate was paid by the applicants, they will be entitled to a refund so much more was paid
