The High Court's justification for non-payment of bills was dealt with on the ground that the Water and Sewerage Board, the City District Government and the provincial government prevented the plaintiff from stopping, stopping or interfering with the supply of water. With or on the same terms as the plaintiff was responsible for paying the water charges in accordance with the agreement, and the Board shall pay and submit the bill for it.
