What the Medical Board did was to rely on civil pension rules that defined the rating. Thus the degrees of disability were relevant and applicable medical. The Board was a suitable forum for the applicants to declare their category of disability, announcing that there was no concrete position for the petitioner to file the writ petition. Petitions dismissed in the circumstances.
