Article 199 Constitutional Application Despite the availability of qualified officers, despite the appointment of a Grade 20 officer against the rank of grade 22, appointment against merit always dissatisfies those officers who meet the posting requirements but without any justification. The reasons are ignored. Such actions are not only harmful to the public interest but also to the rule of good governance. The courts are obliged to remove such irregularities / wrongs so that people do not lose their trust in the courts.
