In order to justify or explain how the vehicle falling under the banned items had fallen, the applicant was able to establish the fact that the goods were sent to the EN and then to the PCT Department. Under the heading 8705 9000, the vehicle was being cleaned, while in this particular case it was subjected to discrimination by the High Court and it observed that the department would not deviate from any past action.
