MUHAMMAD ZULFIQAR versus LAHORE DEVELOPMENT AUTHORITY THROUGH DIRECTOR-GENERAL
Section 11 Constitution of Pakistan (1973), Article 199 Constitutional Request Review of the Price of Investigated Land The Land Acquisition Collector refused to grant an exemption plot except the Ombudsman's authority to assess the value of the Authority's refusal at that price. Had earlier directed the High Court to raise the price for fresh work, but later conveyed to the applicant that such assessment was justified by the Collector. The Validati Authority did not abide by its actions and the Ombudsman High Court directed the authorities to implement the authority's preliminary decisions. The new price, which was illegally avoided, was in clear conflict with the authority's decision to consent to the High Court, and therefore, permanent authority cannot be allowed to remain because of its acquisition. It should have adopted legal methods of land valuation. The approximate location, capacity and land rates of adjoining bus sites were justified by the collector's assertion that the consent of the High Court would not be complied with. As a result, the issue of land valuation will be considered pending before the authority, which will decide the same. In accordance with the law
