Article 199 The petitioner's counsel for the constitutional petition, instead of suppressing his constitutional petition, submitted that he would resolve his complaint by filing a complaint. If any complaint is lodged with him, his own merits should be strictly decided and the trial court will not be affected by the opinion of the police or the observation made by the magistrate in his order.
