Section 11B, E, H, O & Q Constitution of Pakistan (1973), Article 199 Constitution Freezing of Bank Accounts The applicant challenged the validation of the office memorandum issued by the Ministry of Home Affairs, under which their Bank accounts were frozen that he was accusing applicants of. Was allegedly a member of a banned organization. The validity federal government or authorized authority was authorized to freeze the accounts of organizations authorized under section 11E of the Anti-Terrorism Act, 1997, and not those suspected of being affiliated with or affiliated with such prohibited organizations. Used to have This procedure was formulated in Sections 11 0 and 11 Q of the Anti-Terrorism Act, 1997, under which Section 11H of the Anti-Terrorism Act 1997 was used only to confiscate people's money or other property. The Anti-Terrorism Court was empowered. The applicant, in the present case, was not seized by the Anti-Terrorism Court nor was he tried or convicted by the court, but the Home Ministry's request to exercise powers under Section 11E of the Anti-Terrorism Act 1997 But under anonymous notification issued by the Treasury Ministry that did not give the federal government or any other authority the authority to freeze. The permissible person's account, the High Court, declared that the instructions for freezing the applicant's accounts were without legal authority and banks were instructed to respect and pay the applicant's checks.
