Section 14 and 26 of the Constitution of Pakistan (1973), Article 185 (3), by the check meter, showed that on an average, the issuance of bills is much higher than the actual reading, but the accuracy of the check meter is primarily read. Gaya reading was not acceptable for any good reason, which had failed the authority. There was nothing available on record to suggest a tampering with the check meter by the discharge applicant, which was under the special control of the Authority High Court, the constitutional petition was rightly accepted and the improper order set aside.
