In the Punjab Local Council (Lease) Rules, R7 (1) of 1990, the appellate court rightly dismissed the case filed by the appellant as he failed to fulfill his promise to submit a bid amount. Failure which was Rs 11,10,000 required R7 of Punjab Local Councils (Lease) Rules, 1990 Appellant erred in his work and error under R8 of Punjab Local Council (Lease) Rules 1990, 8,45, 000 was deposited. li r \ n
