Sections 2 and 3 of the Constitution of Pakistan (1973), respondents to the Article 199 Constitutional petition filed in the petition filed by the District Collector saying that they were the owners of the house which was allotted to their mother and upon the death of her mother. Directs the applicant to provide notice or opportunity of hearing, instructing that the registration of the applicant's name in the Revenue Record should be validated, on the report submitted by the inquiry officer, without the district collector issuing notice to the parties. Only demanded an unordered order and confirmed their chances. The order of the hearing was approved by the district collector without any notice and W whether he had the authority to review the complaint filed by the respondents, not owned by the government nor the colony land. The district collector, under the circumstances, had no jurisdiction to resolve the private dispute between the parties. The jurisdiction to declare the applicant as an unauthorized occupant, which can only be declared by a civil court, even otherwise, after the cancellation of the settlement rules, the district collector's admission to the RL II High Court No information can be entered in, accepting the constitutional request, declaring the district collector unlawful, and so on
