Article 152 (1) (e) Sindh Local Government Election Rules, 2005, Articles 14, 65 and 71 Constitution of Pakistan (1973), Article 199 Constitution Petition Certificate of Matriculation for Rejection of Nomination Papers Based on Educational Qualification , A defendant who challenged the Returning Officer's determination of the nomination papers prepared by the applicant for the Office of the Moderator, was challenged on the basis that the applicant's matric certificate was invalid and a managed one. The SEED certificate was confirmed to be a forgery. In the light of the certification report from the Controller of Examinations and the Confirmation Report of the Controller Examinations, the Returning Officer rejected the nomination of the applicant's papers, the applicant had filed a petition with the District Returning Officer against the nomination papers. It was requested that he later pass the Intermediate Examination and should be admitted to the SBA, and the District Returning Officer confirmed the Matriculation Certificate through the Controller Examinations and confirmed that the certificate was a fake, and Thus, the appeal was dismissed as the applicant was of the view that the inquiry was merely a summary of the nature of the applicant's matric certificate under Rule 14 of the Sindh Local Government Election Rules 2005, which did not make a detailed inquiry into the applicant's matriculation. However, the nomination papers should have been accepted and that matters. Section 65 of the Sindh Local Government Election Rules 2005 has left an open field for candidates of the same office to contest the candidates in the same field through the election petition where the matrices of the Rules have to be explained.
