Sections 168, 171 and 180 of the Constitution of Pakistan Pakistan (1973), Article 199, based on the report of the Registration Authority, the record of possession of the registered vehicle could not be traced and the basis of the forensic science laboratory certificate obtained in the absence of the applicant. But that chassis number was accurately tampered with was not enough to convince such report and certificate that the disputed vehicle was smuggled or imported without paying customs duty. The question about smuggling has not yet been determined by the judicial authority, after which they will be responsible. Vehicle registration was not denied in the name of the seized applicant
