Section 4 (1) Service Tribunal Limitation Appeal requires a civil servant to appeal to the department representative the relevant authority against the order in relation to its terms and conditions of service, whether genuine or appellant. Under section 4 (1) of the Punjab Service Tribunals Act, 1974, it is not stated that a Government servant should wait till the decision of the authority concerned with the representation, appeal or revision of the department. Any other view would be against the spirit of Section 4 (1) of the Act, whereby the civil servant may file an appeal before the Tribunal within 30 days of his communication.
