And otherwise the Chancellor had to consider the petitioner's review of whether he was competent or not, the order passed by the Assistant Registrar Administration was illegal and without legal authority and the same case was set aside. Remanded the matter to the Chancellor and decided to review it again. Permission was granted as per the constitutional request
