The civil servant believed that his transfer as an O-D officer indefinitely was detrimental to his future career. That he wanted to work to justify his drawing of salaries and allowances. That many senior officers posted under the O-section D have long been waiting for their further posting. And it should have been posted against the cadre post under R9 ((l)) of the Police Service of Pakistan (Formation, Cadre and Sanity) Rules 1985.
