At the relevant time, the appellant was acting as Acting Superintendent Engineer (B19), investigating the allegations of corruption with the appellant and in this case the authorized officer was the chief secretary, who charged the appellant only. Sheets were eligible to be issued while the charge sheet was issued by the Secretary who was not authorized under the Balochistan Civil Servants (Performance and Discipline) Rules, 1992 to issue the charge sheet. The inquiry officer had to be an officer senior to him, but in the case of the appellant, the inquiry officer was an officer who was himself the acting officer. Superintendent Engineer
