Sheets were eligible to be issued while the charge sheet was issued by the Secretary who was not authorized under the Balochistan Civil Servants (Performance and Discipline) Rules, 1992 to issue the charge sheet. The inquiry officer had to be an officer senior to him, but in the case of the appellant, the inquiry officer was an officer who was himself the acting officer. Superintendent Engineer
