Appointments against Arts 3 (185 ()) and 199 civil service appointments qualified for written examinations and interviews, and their recommendations were made on the basis of a list approved by the government, as directed by the higher authorities. The High Court, however, accepted the constitutional petition with the directive to issue the appointment letter to the applicants for the deprived applicants who had a legitimate expectation.
