The division should have been placed before the bench. What was available and the Single Bench should not have decided that the High Court Office had not brought such facts before the Chief Justice before the Bench was constituted, the Supreme Court accepted the appeal, put aside the void order and revised it. The matter was remanded in the High Court. Preferably a plea by the judges, who had previously heard the central issue
