The authority of any of the terms and conditions of service, but not the public service commission departmental authority, was dealt with by private citizens who wished to become public servants and had no connection with public servants when public service. The applicant was prosecuted by the Commission; the applicant was not a civil servant, therefore, in the circumstances it cannot be said that the change in the merit list made by the Public Service Commission was in relation to the terms and conditions of a public servant. I was in section 47 of the Azad Jammu and Kashmir Interim Authorization Act of 1974, which states that Court jurisdiction was excluded only in cases. The jurisdiction of the service tribunal whose service was extended has not been extended to the service tribunal's jurisdiction by the Public Service Commission
