Election Rules 2000, 80, 81 and 83 of the Punjab Local Government are illegal, irrespective of the candidate who returns, before being fined for excessive fines on reversal of illegal or illegal practice, in charge, selection. The commission of legal practice must be in charge. The Tribunal, beyond any reasonable doubt, must be satisfied that the corruption or unlawful conduct of the candidate or his election agent has been made with the consent or consent of him or in the absence of such evidence. Disallowing will not be justified.
