As a candidate for the vacant post of Civil Service Petitioner Lecturer, Azad Jammu and Kashmir Interim Constitution Act, 1974 Section 42 (12) was published in test and interview in response to advertisement which was taken by the Public Service Commission Petitioner that the service. All the members of the Commission were awarded the marks, but the result was not reported by the Public Service Commission on the ground that it could not present the actual degree, which according to the applicant, it was not a condition at the time of the interview that the High Court Asked for the relevant record so that it could be determined. About whether the members of the Public Service Commission were actually awarded the petitioner as the petitioner's High Court claimed that even though the applicant was given certain numbers, they were canceled in this manner. He was unable to read and the High Court dismissed. The order on the petition petitioner's request for validity of the writ petition was moved before the Supreme Court against the Public Service Commission against the impression that it should not conduct fresh tests and interviews as the applicant was among those candidates. Had passed the Test Public Service Commission in the interview, though he had awarded the applicant marks but excused that he had failed to produce the actual degree at the time of the interview, in such a way that the marks were canceled.
