Punjab Technical Education and Vocational Training Authority Ordinance 1999 Sections 2, 3, 10 (2) (3) and 13 Punjab Technical Education and Vocational Training Authority Rules, 1999, RR 7 and 9 Interim Constitution Order (1 of 1999), Article 5 Applicants who were employees of the provincial government, re-challenged the Punjab Technical Education and Vocational Training Authority Ordinance 1999 for the validity of the ordinance of the Constitution of Pakistan (1973), Arts 128 and 1991, that their services were the same. The Assembly, however, could not act on it after the expiry of a three-month period prescribed under Article 128 of the Constitution of Pakistan, the Governor (1973) re-issued the Punjab Technical Education and Vocational Training Authority Ordinance (XLV of 1999). The ordinance was first approved by the provincial assembly and the deadline was three months. After their tenure expired, the governor could fill the vacancy by approving the applicants' subsequent ordinance that the deployment of their services to a private individual would affect their service structure. Because their services were handled by the authorities on terms and conditions. Under Section 10 (3) of the Re-issued Ordinance, it will not be immediately less favorable to those who accept it before being transferred to the Authority, as applicants as public servants.
