Punjab Local Government Ordinance 1979 Section 137 and Schedule [which was amended by the Punjab Local Government (Amendment) Ordinance (VII 2001]] Constitution of Pakistan (1973), Article 199 Contract application requesting the receipt of cattle market fee The petitioners alleged that the defendants, through negotiations with the received sources, executed the contract with the defendant / competing candidates, contrary to the rules and that the authority auctioned the lease in connection with collecting cattle market fees. Regulations and illegal actions were committed, resisted by constitutional petitions. The respondent / authority alleged that the applicants did not approach the High Court with clean hands and maliciously filed petitions were filed on the grounds that there was no auction on the dates, while the authority's position was that in the office on the relevant dates. The existing bidders had agreed and signed. Public notices that revealed that the auction was conducted as such and that the applicants did not participate in the auction proceedings brought the facts to the contentious question area and the High Court has exercised its constitutional jurisdiction. There was no jurisdiction to resolve the disputed question, otherwise the enraged person refused the High Court. Use its discretion in its favor and refuse to put an unknown action aside
