Punjab Local Councils Servants (Qualification and Discipline) Rules 1981 Rr 17 and 22 (3) Punjab Local Government Ordinance (VI of 1979), Sections 46 and 167 of Pakistan (1973), Article 199 Constitution Petition must be retired. The appeal against the officer was fined by the government before transferring the director to the deputy commissioner, who dismissed the same review request filed before the secretary was disqualified, by the deputy commissioner. It was not an approved jurisdiction because it was neither the appellate authority nor could it be designated. Appellate Authority was the Director under the Rule 17 of the Punjab Local Council Servants (Qualification and Discipline} Rules, 1981) and the Deputy Commissioner had no authority of the Government, the ordinance and rules for transferring the appeal to another forum / officer / Under Applicant's Appeal Transfer Orders to the Deputy Commissioner of Authority Neither can Interpret, Give the Deputy Commissioner the Appeal Court's Legal Status, nor Enjoy the Rule Introducing an Amendment ? iii. The existing rules regarding the nomination of the appellate authority are different from those contained in R17 of the Petitioner's Roll. The proceedings before the Deputy Commissioner could not confirm the basic error of absence of authority. The government's contentious process of transferring the appeal to the Deputy Commissioner and the decision by the Deputy Commissioner without jurisdiction accepted the constitutional petition. And the applicant's appeal will be considered pending before that. The competent authority, as stated in the Rules, shall, after providing the appropriate opportunity for a hearing,
