Constitution of Pakistan 1973 Article 199 Constitution Petition for Civil Service Advancement, the applicant who was a graduate, passed the LLB exam during his service and applied for a grant of two advance increments due to the additional qualification of the LLB degree. Was given The petitioner's application was rejected by the Authority on the basis of NO FD (PRC) I 1 87 VII, Dated 27 7 1987 and NO F / (PRC) 1 1/89, dated 11 8 1991 in the Treasury Department It was stated that advancements could only be made if the employee had improved his qualifications in the field in which he was working. The Authority claimed that the LLB was a professional degree and that the applicant served as a stenographer. Did not improve his qualifications in his field, then the instructions in the Circular of the Finance Department clearly showed that advance increment was to be given to these employees. Those who have improved their qualifications and have nowhere else to go, were mentioned in the advance increment grant will be given to employees who have improved their qualifications in their field. Applicants cannot be discriminated against for other employees who have been awarded two advanced increments during the service while passing the LLB degree. This can interfere with the High Court's constitutional jurisdiction if the advance increment grant is granted. If the advance payment is not being given by the public officials, the High Court, while appointing the authority's order, accepted the applicant's request and directed the authorities to give two advance increments from the month following the passing of the LLB exam.
