The inability to follow instructions as a charge of savings center by a public servant was due to the security arrangements by the department to move cash from one place to another. While the conviction was imposed, the service tribunal allowed the appeal and changed the sentence to withhold two receipts. The error in sharing the negligence of a public servant, which resulted in the loss of the discretion of the government by the service tribunal, and the punishment given by the tribunal to the civil servant was sufficient to carry out the execution of justice.
