A government employee accused of tampering with telephone cables and providing illicit contacts to several people tried to shift responsibility for some other staff members during department proceedings when the process found him involved in civil activities. The appeal was rejected because of the burden on other staff members that would not reduce the responsibility of a public servant, which was part of a whole lot of illegal and unauthorized activity in their capacity as supervisor.
