Punjab Local Government Election Rules 2000, rr 11, 39 & 40 (3) Punjab Local Government Election Ordinance (V 2000), Sections 12 & 21 Constitution of Pakistan (1973), Article 199 Constitutional Voting Counts directed by Chief Election Commissioner The directives issued by the applicants, dissatisfaction with the counting of votes, immediately challenged it before the Chief Election Commissioner who had approved the Returning Officer for counting of votes, the Returning Officer has appointed the Chief Election Commissioner. Did not comply with the instructions passed by and recalculated instead. In the present case, the votes, the informed information about the correct election results were not re-counted and the result was informed against the directives of the Chief Election Commissioner, the applicants were deprived of their favor. Notifications were collected before issuing them. Re-counting of votes where the Returning Officer fails to comply with the Chief Electoral Order, notification of election results will be illegal, invalid, without legal authority and without any legal effect, approved by the Returning Officer. Such an order was rejected and accordingly a constitutional application was allowed
