Border Papers by the Chief Election Commissioner's Returning Officer powers to conduct election in the NWFP Local Government Election Rules 2000 Section 39 North West Frontier Province Local Government Election Rules, 2000, R40 Constitution of Pakistan (1973), Article 199 Constitution. In counting the case, the Chief Election Commissioner had no decisive powers to interfere with the Returning Officer's order that the powers exercised by the Returning Officer were automatically withdrawn from the Constitution by dismissing the dispute and the Chief Election. The commissioner did not authorize them. This should be termed as the inherent authority of the Returning Officer.
