That the public servant had no right to continue his services as an ad hoc appointment, as, under the Punjab Government Employees (Appointment and Terms of Service) Rules 1974, the prescribed procedure for the recruitment of such appointments was not observed. And that, in the case of SCMR 1287 reported by Manwar Khan Bin Niaz Mohammad in 1993, in view of the Supreme Court observations, the service tribunal had mistaken the government employee for reinstating the job. And in any case, the ad hoc appointment was to be terminated. Government employees were not violating the provisions contained in Section 10 of the Punjab Civil Servants Act, 1974.
